In order to run Postgresql on Windows, you need a unix like environment on Windows. You need download cygwin from cygwin site. After installing cygwin, you also need cygipc installed. Unfortunately, the ga link does not work. so you may download it from this link cygipc-1.09-2.Then you may download Postgresql from Postgresql web site.

For MySQL, you need download it from MySQL site. And installation is easy if you follow the instruction from documents.
